DEFENSE SECTOR AND CENTRAL: CORRUPTION INDEX OF UKRAINE GREW UP IN UKRAINE

Smart Times · Anti-Corruption · CRI v10 The Arms Pipeline: $43 Million in Phantom Brokerage, Fabricated Forensics, and the Central Banker's Phones October put defense-sector corruption under the spotlight. NABU and SAPO served suspicion on a senior Ukroboronprom executive for UAH 1.1 billion in embezzled military export revenue — the largest single-suspect arms-trade case of the war. A former SBU cybersecurity chief was caught through forensic experts who fabricated a property valuation for his wife's apartment. And the National Bank governor had his premises searched and two phones seized. Three new entries. One plea deal closed. The October CRI scores it all. Smart Times Editorial · October 31, 2026 · Ukraine CRI v10 Six months after the Dynasty money-laundering case cracked open the Presidential Office, the investigative machinery has shifted to a different corridor of power: the defense-industrial complex. The October index adds three new figures — all from separate cases, all verified through NABU and SAPO official statements — and updates one older entry with a final sentence. The index now scores 394 active figures on the 430–850 scale, with 43 Personae Non Gratae above the ceiling. 394 Figures scored 43 Personae Non Gratae 1.1B UAH embezzled (Shiyko) $43M USD equivalent 3 New entries in v10 5yr Kniaziev plea sentence Taras Shiyko: the $43 million phantom brokerage On October 30, NABU and SAPO served a notice of suspicion on Taras Shiyko, Deputy Director of Ukroboronprom and former head of the state enterprise Progress, which operates under the brand Ukrspetsexport — Ukraine's official arms export monopoly. The charges are Art. 191(5) of the Criminal Code (criminal misappropriation of state property on an especially large scale) and Art. 366(1) (official misconduct). The scheme, according to the investigators, ran in 2015 — well before the full-scale invasion but during the first stage of the war in Donbas — and involved fictitious brokerage payments channeled through intermediary companies during military export contracts. The total: UAH 1.1 billion, roughly $43 million at the time. Progress SE, the enterprise Shiyko then ran, was Ukraine's primary conduit for foreign military sales, meaning the money was siphoned from the revenue stream that was supposed to fund the country's own rearmament. "UAH 1.1 billion in fictitious brokerage during military export — while the country was already at war." — NABU statement, October 30, 2026 Shiyko's current position as Deputy Director of Ukroboronprom — the holding company that controls all of Ukraine's defense-industrial enterprises — makes the case politically sensitive. He remained in post at time of suspicion. The CRI enters him at 781 (Critical ★). Illia Vitiuk: fabricated forensics, backdated reports On October 16, NABU announced that SAPO had charged two forensic experts with fabricating a property valuation in what investigators describe as an unexplained-wealth investigation targeting a "high-ranking SBU official." Ukrainska Pravda and other outlets subsequently identified the official as Illia Vitiuk, who headed the SBU's Cybersecurity Department until he was fired in May 2024. The apartment in question belongs to Vitiuk's wife and has a market value of UAH 21.6 million. The forensic experts, according to the charges, backdated their report and valued the property at UAH 9.3 million less than its actual worth — a gap large enough to bring the declared value within the range that would not trigger an asset-declaration alarm. NABU's investigation into Vitiuk's own assets continues. The case is notable because it demonstrates how corruption probes are being obstructed not through political pressure but through technical manipulation of the evidentiary chain — a form of institutional sabotage that is harder to detect and harder to reverse. The CRI enters Vitiuk at 698 (High ★). Andriy Pyshnyi: the central banker and the seized phones On October 21, NABU detectives and SAPO prosecutors searched the premises and residence of Andriy Pyshnyi, Governor of the National Bank of Ukraine. Two personal mobile phones were seized. No suspects were named; no detentions were announced. NABU's statement was spare: it confirmed the searches, the phones, and nothing else. The NBU's press service denied reports that Pyshnyi had resigned. The investigation's scope remains undisclosed. But the signal is unambiguous: the National Bank governor — the official responsible for monetary policy, bank supervision, and the wartime capital-control regime — is now a subject of active anti-corruption interest. Pyshnyi enters the index at 691 (High). No charges have been filed and no flag is assigned. October 2026 — New entries ★ Taras Shiyko 781 Critical Deputy Dir. Ukroboronprom; UAH 1.1B phantom brokerage in military exports; Art 191(5) + Art 366(1) ★ Illia Vitiuk 698 High Ex-SBU Cyber chief; forensic experts fabricated property valuation; wife's apartment undervalued by UAH 9.3M Andriy Pyshnyi 691 High NBU Governor; premises and residence searched Oct 21; two phones seized; no charges filed Kniaziev: the plea deal closes Vsevolod Kniaziev, the former Supreme Court Chairman detained in May 2023 in a $2.7 million bribery case linked to fugitive billionaire Kostyantyn Zhevago, accepted a five-year sentence under a plea agreement on June 8, 2026. The HACC approved the deal. Kniaziev had already been permanently dismissed from the Supreme Court in December 2024. His score remains at 712 (High ★), with the note updated to reflect the final sentence. October 2026 Timeline Oct 16 Vitiuk forensics case: NABU/SAPO charge two forensic experts for fabricating property valuation in unexplained-wealth probe targeting former SBU Cybersecurity chief Illia Vitiuk. Wife's UAH 21.6M apartment undervalued by UAH 9.3M in backdated report. Oct 21 Pyshnyi search: NABU detectives and SAPO prosecutors search NBU Governor Andriy Pyshnyi's premises and residence. Two personal phones seized. No suspects named. NBU denies resignation reports. Oct 22 Carthage continuation: Another former PGO department head served suspicion in ongoing Operation Carthage. Real name not published by NABU — not scored per CRI editorial rules. Oct 30 Shiyko suspicion: NABU/SAPO serve suspicion on Ukroboronprom Deputy Director Taras Shiyko for UAH 1.1B ($43M) embezzlement through fictitious brokerage payments during 2015 military export contracts via Progress SE. What wasn't scored — and why On October 22, NABU announced that another former department head of the Prosecutor General's Office had been served a suspicion notice as part of the ongoing Operation Carthage. The suspect's real name was not published. Per CRI editorial standards — real names only, verified through official sources — the entry cannot be scored until the identity is confirmed. This is the second Carthage-related suspect whose name remains sealed. The operation, which targets systemic corruption within the PGO itself, has produced one scored entry so far: Oleksandr Bankov (840, Critical ★), whose name was disclosed in the September update. What to watch in November Pyshnyi investigation scope: NABU has disclosed nothing beyond the search and phone seizure. The next filing — or lack of one — will signal whether this is a financial probe or something wider. Shiyko's position at Ukroboronprom: He remained in post at time of suspicion. Whether the holding company acts before a court does will test defense-sector governance reform. Carthage unnamed suspects: At least two PGO department heads are under suspicion with sealed identities. Disclosure would likely add Critical-band entries. Vitiuk asset investigation: The forensic fabrication charges are a gateway. NABU's probe into the underlying unexplained wealth continues. Methodology note The Corruption Risk Index scores 394 active figures on a 430–850 scale across ten categories: Political leadership, Presidential administration, Cabinet / ministry, Deputy ministers, Parliament, Oligarch / business, Law enforcement / judiciary, Anti-corruption agencies, Military / intelligence, and Regional / local. An additional 43 Personae Non Gratae are scored above the ceiling (>850) and excluded from all categories. Scores are derived from six evidence streams: formal legal record (HACC, NABU, SAPO), sanctions monitoring (OFAC, EU, Magnitsky), AI press analysis, insider intelligence, AI pattern recognition, and the Public Lie Detector™. No score implies guilt. The full methodology is published at smarttimes.net/corruption-score/ukraine .
